A member of the Oversight and Government Reform Committee, Rep. Welch distinguished himself during his first term by writing legislation that closed a multi-billion dollar contractor fraud loophole. In recognition of these efforts, President Obama invited Welch to take part in the announcement in March 2009 of a major overhaul in government contracting procedures.

Following an era during which these principles were abandoned, it has become more important than ever for Congress to ensure that the federal government is operating effectively, efficiently and accountably. Vermont's congressman wants the federal government to help Vermonters who were scammed out of thousands of dollars last year.

Democrat Peter Welch spoke about the bill at the Champlain Senior Center Monday.
